A year later, culvert work moves ahead

GREENVILLE — The town is moving forward with repairs to a concrete culvert on Livingston Road, after the project was delayed for more than a year.

Two years ago, the town became aware of repairs that were needed on two crossroads culverts. The cost to address both, however, was prohibitive, and the town was only able to secure enough grant funds from the Federal Emergency Management Agency to address one of the projects.

A 30-foot by 6-foot culvert on Livingston Road was identified as the one in greater need of repair, and the town moved forward with accepting the federal funds to repair it during Town Meeting 2012.

However, the work was not completed before the funds lapsed at the end of 2013. This year, voters again approved the $31,329 for the Livingston Road Culvert Upgrade project. The cost will be covered by the FEMA Hazard Mitigation Grant Program, which will pay $23,497, with the town’s match of $7,832 to come from the 2013 town fund balance. Work has moved forward, and the culvert has been partially repaired — everything from the water down, as Town Administrator Kelley Collins told the Select Board at its meeting Wednesday.

The remaining work must be put out to bid, said Collins. She recommended that Pathway Consulting, a Lebanon-based engineering, construction and land use consulting group, take the lead on managing the bid process, at a cost of approximately $3,000. Savings in the first portion of the repair would could cover the cost, she said. Pathway Consultants was also offering to make visits during the repair process to oversee the sitework, at a cost of $90 per hour.

The board agreed to pay Pathway Consultant to oversee the bidding process, but did not make any decision’s regarding oversight of the construction process. The board agreed to review the need for sight visits after receiving bids for construction, if there were funds available.
