Indictment on sexual assault

A Hancock man is facing sexual assault charges, related to conduct with a girl under the age of 13 that allegedly occurred between January 1995 and March 2000.

On July 18, a Hillsborough County Grand Jury indicted Scott Leblanc, 57, of Hancock on 12 counts of aggravated felonious sexual assault. The charges, all class A felonies, carry potential penalties of up to 30 years in prison.

According to the indictments, Leblanc on 12 occasions engaged in various types of sexual penetration involving the girl.

According to Hancock Police Chief Andrew Wood, the victim reported the alleged crimes in late 2011.

Hancock police conducted an investigation, Wood said, and forwarded information to the Hillsborough County Attorney’s office. The joint investigation between the police department and the county attorney’s office led to the indictments.

Wood said Leblanc has not been arrested on the charges, but he will be notified of them and called to appear in court.

Hillsborough County Attorney Patricia LaFrance said Wednesday that it’s not unusual that Leblanc has not been arrested.

“It’s what we call a delayed disclosure case, when someone comes forward later,” she said. “We pursue it, and a lot of times, if there’s no danger to the public, we will go straight to indictment.”

She said Leblanc has been scheduled for arraignment on Aug. 16 in Hillsborough County Superior Court in Manchester.

“He’ll appear, bail will be set, sometimes we’ll agree on bail conditions,” LaFrance said. “One would obviously be that he have no contact with the victim.”
