Top three issues on Jaffrey-Rindge School District warrant

Proposed operating budget: $25,228,851

∎ The district’s operating budget of $25,228,851 represents a 2.85 percent increase over last year’s budget. Much of the increase in the 2013-14 budget, district officials say, is driven by reduced state funding — most notably in the state’s contributions to the N.H. State Retirement system for teachers. The district is budgeting an additional $338,614 for retirement costs. The budget does not include $76,200 for a school resource officer, ending a three-year run of the position.

∎ A warrant article will ask voters to approve a two-year collective bargaining agreement between the Jaffrey-Rindge School District and Jaffrey-Rindge Support Staff Association. The contract, which would take effect July 1, is slated to cost taxpayers $126,110 over the next two years. It calls for an average wage increase of 40 cents per hour for the district’s approximately 80 full-time and part-time custodians, secretaries, clerical aids, library associates, information technology technicians and instructional associates.

∎ Article 8 on the ballot, if approved, would allow the district to retain a portion or all of a budget’s year-end surplus in a separate fund to cover future emergency expenses, rather than return the money to the General Fund. Money expended from the fund would have to be approved by the N.H. State Board of Education.
