Top three issues for Mascenic voters

Proposed operating budget: $17,814,896

Default budget: $17,789,024

∎ Articles 3 and 4 on the ballot ask residents to approve the cost items included in the collective bargaining agreement between the district and the Mascenic Education Support Staff Association. The total cost is $48,875, which includes increases in salaries and benefits for the paraprofessionals, aides and one-on-one instructors that assist teachers in the classrooms. Voters failed to pass a similar article for raises for support staff last year. Should the article be voted down, Article 4 asks for authorization to call a special meeting to address the cost of the bargaining agreement with voters.

∎ In Article 5, the district is seeking a $50,000 addition to the Capital Reserve Account for Special Education. The funds would come from the year-end fund balance which would be available on July 1. No amount would be raised through taxation.

∎ Article 6 asks for $35,000 to be added to the School Repair and Maintenance Capital Reserve Fund. The money would come from the year-end fund balance which wold be available on July 1. No amount would be raised from taxation. The article further asks for permission for the School Board to expend from the fund at will, and not be required to be authorized by voters. The intent is to allow the board to use the funds should an unexpected expense, such as unanticipated enrollment in the Special Education program or failure in one of the school buildings that needs immediate repairs, arise.
