School calls for speed bumps

WILTON — In the last two years, the residents of Wilton have approved warrant articles calling for the dirt portions of Isaac Frye Highway to be paved. But with a smoother ride comes increased speeds, and one local school would like to something to slow them down: speed bumps.

At a Select Board meeting Monday, High Mowing Dean of Students Cary Hughes and High Mowing Maintenance Director Mike Wisniewski appeared before the board to request permission to place three removable speed bumps on Isaac Frye Highway on the stretch of road leading from Abbott Hill up to the High Mowing School.

“We’re glad to see the road paved, but it’s invited adventurous drivers to see how fast they can go down that stretch,” Hughes told the board.

The three speed bumps would be made of a rubber material and would be placed seasonally, Hughes explained. They would be in place throughout the spring, summer and fall, and pulled up in the winter with the first snow. The school would be responsible for putting in and taking out the obstacles, Hughes said.

When the speed bumps are not in place, the drill holes would be filled with a foam material which would be easily removed when it comes time to put them back in.

Hughes said it would not be an issue to remove the bumps in the winter, as traffic naturally calms during that time anyway, especially as the unpaved lower section of Isaac Frye becomes more impassible after the first snowfall.

Select Board Chair Dan Donovan asked if there was a clear date for removal of the obstacles.

Wisniewski replied that Nov. 1 seemed reasonable, but that the school would be sensitive to the first snowfall, and would remove them prior to that if there was a need for plowing in the area. In the event that a plow did hit a speed bump, they are designed so as not to damage the town’s equipment, he said.

Donovan expressed approval for the idea.

“To me, this makes sense,” he said. “You have a lot of foot traffic in that area.”

Select Board member Bill Condra said that he originally had doubts about the proposal, but did see the need for some traffic calming measures in the area.

“I understand the position you’re in,” he said.

Condra questioned whether the town would incur any liability in allowing a private entity to install a speed bump, but Donovan did not think it would cause any issues.

Wisniewski explained that the speed bumps would be 19 feet wide, a little over two feet high and painted the standard yellow an black.

Crosswalks would be added at the areas, and so would signs alerting drivers to the speed bumps and pedestrian crossing.

The Select Board gave its approval for the plans.

Donovan requested that the school confer with Road Agent Steve Elliot on the placement of the crosswalks, and that they be officially recognized by the town so that police could enforce their use as crosswalks.

The Select Board will meet next on Monday at 6:30 p.m. in the Town Hall.
