Two more members leave Dublin Planning Board

Two more members of the Dublin Planning Board are confirmed as having resigned, bringing the total number of departures to five.
Vice Chair Francis McKenna and alternate member Karl Eckilson have left the board, following the previously confirmed departures of Chair Donald Primrose and members Kirsten Colantino and Donna Garner. The board now has two full members, Caleb Niemela and Archie McIntyre, and Select Board representative Chris Raymond. Brie Morrissey and Katy Wardlaw are alternates.
Eckilson contacted the Ledger-Transcript to confirm his resignation but declined to discuss the decision. In a handwritten note dated Nov. 22, McKenna wrote, “ I, Francis McKenna, resign from the Dublin Planning Board 11-21-24.”
In September, the board censured Garner over claims that she came onto Thomas and Maureen Hulslander’s property on Snow Hill Road, introduced herself as a Planning Board member and caused work to be halted. Garner said she was acting as an abutter and was denied due process because she did not receive notice the discussion would be happening, she was not informed of the complaint and she did not have time to respond.
On Oct. 17, the board voted to hold the censure in abeyance, and on Nov. 21, members voted 4-3 to remove the censure. In his resignation letter, Primrose wrote that he “cannot lead nor be a part of a Planning Board that in any way condones the actions of a Planning Board member, who has represented herself as ‘from the Planning Board’ to intimidate her neighbor.”
Referring to Raymond saying a discussion Primrose claimed he had with Garner about her resigning from the board and the censure being removed “sounds like extortion,” Colantino stated that Primrose has “conducted himself with integrity and professionalism throughout this time, and it is clear that these accusations are baseless and appear to be a pattern of personal attacks.”
Garner said Monday that “The good thing is that the Planning Board can move forward in a fair and measured way.”
According to the board’s rules and procedures, “The Planning Board shall consist of six elected members and one ex-officio member.” In referring to the chair, which is currently vacant, the rules state “The Chairman may not be the ex officio member.”

In terms of filling the current vacancies, according to state law, board seats may be filled “by appointment by the remaining board members until the next regular municipal election.” The law also states that “alternate members may serve on the Planning Board as authorized by RSA 673:6 and participate as non-voting members.”
On Monday, Raymond said that the board will restructure at its next meeting, which is scheduled for Dec. 3.
