Greenville seeks $600,000 for wastewater improvements

Greenville is proposing a $600,000 bond or loan to design and construct improvements to the town’s wastewater treatment plant on this year’s warrant.

The funds, proposed to be the first article on the warrant that will be addressed in March at Town Meeting, would include improvements to the chemical feed system, which were approved by Town Meeting in 2022, as well as rehabilitation or replacement of wastewater treatment backup systems and repairing or replacing piping and mechanical and structural components.

The town is seeking to secure the funds through the United States Department of Agriculture’s Rural Development Waste Disposal Grant/Loan program, the state’s Clean Water Revolving Fund, a combination or other loans or grants.

Because the project would require the town to take on potential debt, it requires a three-fifths majority vote, and must be done by ballot at Town Meeting.

The overall budget for the town this year is set at $2.68 million.

The town’s operating budget does not include the operation of its water or wastewater facilities, with are paid for separately through user fees, rather than tax income.

The wastewater budget for the coming year is proposed to be $553,168, and the water budget is $403,668.

The town is looking to partner with Temple to purchase and outfit a new police vehicle for the town’s shared station. Greenville is raising $39,804, with $23,882 from the police cruiser expendable trust, toward the price tag of $73,804.

The town is also seeking to do restoration work on one of the town’s fire vehicles, specifically the 2007 ladder truck. The town is proposing to use $20,000 for body and frame work repairs to the truck, from the 2023 unassigned fund balance.

A proposed $15,000, also to come from the 2023 unassigned fund balance, would be used to purchase extraction tools for the Fire Department.

In another article related to the Fire Department, the town is seeking to have voters authorize the Select Board as sole agents to expend from the town’s Fire Equipment Expendable Trust.

This would allow the board to make decisions about how to spend the funds without approval of Town Meeting. Currently, the Select Board has that authority, but only in combination with the town’s fire wards, and the warrant article would give the authority solely to the Select Board.

The Emergency Management office is also seeking funds for new equipment, with a proposed warrant article seeking $2,500 from the unassigned fund balance to upgrade radios and related communications equipment.

Remaining articles on the warrant request a total of $40,000 for capital reserve funds, with $20,000 for the Green Bridge improvement fund, $10,000 for the public works equipment fund and $10,000 for the new fire station fund.

Of the total, $10,000 would come from the unassigned fund balance.

In a separate article, the town is asking for a total of $90,000 for the expendable trust fund, in the following amounts: $10,000 for pool repair, $25,000 for fire equipment, $5,000 for police cruiser fund and $50,000 for highway maintenance. Of the total, $55,000 would come from the unassigned fund balance.
