No changes at Mascenic deliberative session

No changes and few comments came out of a deliberative session on Wednesday for the Mascenic School District, according to Moderator Bob Romeril.

“There was one question the whole evening. There was no discussion on pretty much anything. I was stunned,” Romeril said.

The meeting was attended by 41 voters from New Ipswich and 16 from Greenville, and lasted about an hour-and-a-half, the vast majority of which was the reading of the warrant and a presentation of the budget by school officials.

The budget this year is proposed at $20.8 million, with a default budget of $20.5 million. In addition to the budget, the district has put forth additions to capital reserve funds, a proposal to increase kindergarten from a half-day program to a full-day and a collective bargaining agreement with Mascenic’s support staff.

The collective bargaining agreement for support staff includes three years of increases. In 2023, the district will see the largest increase, of $64,976, which includes about $11,000 increases in medical insurance costs. The increases for 2024 and 2025 are $34,784 and $35,522, respectively.

The adoption of a full-day kindergarten program is proposed to increase costs by a net $59,909. The total cost of the program, which includes additional staff members, would be $133,439, but eliminating a midday bus run would decrease transportation costs by $73,530. If voters do not approve the agreement, there is a separate article which requests the ability to call a special meeting to address it.

There are two requests for capital reserve fund increases on this year’s warrant. One is a request for $50,000 for the school repair and maintenance capital reserve, and the other for $10,000 for the food service capital reserve. Both amounts would be taken from the current year’s unreserved fund balance, not taxation, if approved.

There were no amendments offered to any of the articles, and all the articles were forwarded to the warrant for voting in March.
