Munroe waives right to hearing

A suspected carjacker who allegedly attempted to steal a police cruiser agreed Thursday to have his probable cause hearing continued, according to court documents. 

Michael A. Munroe, 32, of Concord, waived his right to a speedy hearing, giving him more time to consult with Mark Osborne, his court-appointed lawyer.

The hearing, which started Thursday at the 8th Circuit Court in Jaffrey, will resume May 2 there. 

Facing a number of other charges in New Hampshire and Massachusetts –  carjackings, armed robbery and a home burglary – Munroe is being held in lieu of bail.

Bail remains $500,000 cash on the Hancock charges of two counts of simple assault, resisting arrest, an attempt to steal the cruiser and possession of heroin and cocaine.

Munroe was already wanted in Massachusetts and New Hampshire when Hancock police apprehended him. 

On April 2, police received reports that a “suspicious” man was knocking on doors, asking to use residents’ telephones, for directions to the nearest store and for a ride. Shea confronted Munroe on Main Street.

“[I] asked if I could pat search the man for weapons, given a large visible bulge in the front pocket of his sweatshirt and his behavior,” wrote Shea in an affidavit. Shea said the man became defensive once he searched him. “As I moved in to control his hands, he swung at me with a closed-fisted right hand, and struck me in the upper left cheek bone and began to run from me.” 

On Munroe were what police believe was heroin and cocaine, hypodermic needles and metal spoons and $4,498 cash, according to the affidavit.

As Munroe remains behind bars, his alleged accomplice will be admitted to an in-patient treatment program for substance abuse, Judge L. Phillips Runyon III approved at a probable cause hearing just before Munroe’s. Rebecca Norton, 29, of Raymond, can be released on $25,000 personal recognizance if she is admitted to a court-approved in-patient program. Her bail was previously $25,000 cash. If Norton leaves the program prematurely, her bail will revert to cash.
