Software issues move Peterborough’s all-town property reassessment to 2025

The Town of Peterborough has announced it must reschedule a planned all-town property value reassessment due to a unforeseen delays with an upgrade to the town’s database software.
The reassessment, which had been scheduled to take place in the summer and fall of this year before December tax bills were released, will now take place in 2025.
The Peterborough Assessing Office released a statement that while the vendor providing the computer-assisted mass appraisal software needed to complete the reassessment was supposed to deliver the product in May, ahead of the start of the reassessment, the product is still not ready to go due to “unforeseen complexities related to the conversion.” Assessing Clerk Ali Kreutz said that the town consulted with its contracted assessor’s agent, Marybeth Walker of Corcoran Consulting, to determine when the town could go ahead with the revaluation.
“We reviewed the steps still needed to complete the revaluation in a timely manner, and we concluded that the revaluation will not be able to take place this tax year, and will need to be rescheduled for the 2025 tax year,” Kreutz said.
Kreutz also noted that the town has amended its contract with the software provider so that Peterborough “will not be on the hook for the undelivered product until administration and assessing staff have full confidence that it can be used for the intended purpose in the 2025 tax year.”
The town has also adjusted the contract with Corcoran Consulting to reflect the change in schedule.
According to state law, towns are required to complete property reassessments every five years. Since Peterborough’s last assessment was completed in 2021, the town will not be delinquent in completing the revaluations. Kreutz previously explained that a full reassessment was scheduled for this year because the state feels Peterborough properties are under-assessed, with the actual market value of most homes in town estimated to be more than 25% higher than the current tax assessment value.

“I expect this delay may come as a relief to taxpayers. Most property owners in Peterborough will not see a shift in their assessed value until fall 2025,” Kreutz said.
Kreutz said that the delay will give property owners additional time to check the information on their Property Record Cards, which can be accessed in the Town House any time the town clerk’s office is open. Property records, including the most-recent appraisal, can also be accessed online at webapps2.cgis-solutions.com/peterboroughnh/parcel. Property owners can also request that their property record card can be sent by email or regular mail.
