All Purpose Storage in Temple presents expansion plans

Temple’s planning board heard expansion plans for a business Tuesday, as well as concerns about those plans from an abutter and a neighboring town that questioned the possible impact of the plan on water quality.

All Purpose Storage’s design for 122 new self-storage units at its Route 101 location caused resident Randy Martin to raise the issue of the development on Blood Brook. Martin also pointed out that as an abutter to All Purpose’s existing site, the firm’s lighting plans could be disruptive during non-daylight hours.

“It’s hard for me as an abutter to be fine with this,” Martin said. “There’s no planning, no mitigation. I urge you guys to walk this (site) with me.”

Chad Branon of Fieldstone Land Consultants explained All Purpose’s plans and fielded questions for over two hours on behalf of the storage company. The impact of storm water runoff was addressed in a 39-page report by Fieldstone on regular and 25-year storm flooding scenarios. The footprint of the project is five acres, but the new structures will be 21,000 square feet. Branon said that All Purpose has exceeded minimum standards for approval of the project.

“And now the project is three times bigger and it’s going to get better?” asked Planning Board member Bruce Kulgren Jr.

JohnMiles Horsley of Wilton’s Planning Board expressed concern about the development’s impact on an aquifer that Temple and Wilton share.

“The project is significantly encroaching on the brook,” Horsley said.

On behalf of All Purpose, Branon said the firm would agree to three conditions, which would allow for conditional approval of the project, according to Planning Board member Christine Robidoux.

“They will install motion-sensor lighting from 9 p.m. to 6 a.m. outside the expansion. They’ll plant trees between their land and Martin’s, and will address snow removal with Green SnowPro Certification, a process that protects water quality through salt reduction in winter,” Robidoux said.
