Greenville Select Board considers creating emergency access to communications tower

Greenville Fire Chief Charles Buttrick has asked the town to provide emergency access status to Barrett Hill Road.

Barrett Hill Road is a Class VI road, meaning it is not maintained by the town. Classifying it as an emergency access road would allow the town to do enough maintenance to keep the road passable, without upgrading it to a Class V road.

The road provides access to one of the town’s water towers. The antennae for the fire department’s communications is attached to the tower. The town recently approved funds to improve the department’s radio communications, but Buttrick said the condition of the road is hindering the work. 

“It’s pretty well washed out. I’m not asking for it to be paved or anything like that, but enough to get to it to work on it,” Buttrick told the Select Board during its meeting Wednesday.

In an interview Monday, Town Administrator Tara Sousa agreed the road isn’t passable in a normal car.

“In theory, a really heavy 4-wheel drive could get up there, but it’s really washed out,” she said. 

In addition to working on the communications antennae, Sousa said the water tank needs to be accessible for inspections or if there needs to be repairs to the water tanks electronic monitoring systems. 

“It’s important to maintain it at least to the point it allows us to do that,” Sousa said.

According to state law, a road may be designated an emergency access road following a public hearing.
