Monadnock Rod and Gun Club hearing continued

Peterborough’s Zoning Board of Adjustment decided Monday that more stakeholders would need to receive notice about Monadnock Rod and Gun Club’s application for a special exception regarding the proposed relocation of its shooting range, and continued the hearing to its next meeting.

“I consider this regional impact,” said ZBA Chair Sharon Monahan. “We received two responses last time.”

Previously, the ZBA decided to notice the Southwest Regional Planning Commission as well as Jaffrey, which the club property abuts. 

“I think it’s important we let them know this is going forward,” said Vice Chair Peggy Leedberg. 

The rod and gun club is looking to use the relocated shooting range to restart the business after being faced with a series of lawsuits and being forced to shut down. The club was found to have crossed onto abutting property with its shooting range, and the same expansion was found to have been made without proper permitting from the town in addition to encroaching on wetlands. 

The club was ordered to pay hundreds of thousands of dollars to restore the property, pay civil penalties and cover legal fees. The club has had difficulty making these payments due to being shut down, and those speaking on behalf of the club in ZBA and Planning Board meetings have said they want to become operational in order to recoup these costs and become a functional business once more. 

The club also requested that the ZBA rehear their appeal of town Code Enforcement Officer and Building Inspector Tim Herlihy’s decision that the shooting range’s location is not grandfathered, and that its case before the Planning Board could not move forward. The board refused to rehear the case by a unanimous vote.

“I felt that given the information and testimony that we received, the board made a reasonable decision,” said Monahan. 

The discussion of the special exception will be continued at the ZBA’s May 2 meeting.
