The proposed reconfiguration\xA0failed at the ballot box.

The DEAC\x{2019}s goal is to determine the best method of withdrawal from ConVal. DEAC member Blake Minckler noted he had recently attended a ConVal School Board meeting, where it was determined that Dublin has two main withdrawal options -- withdraw but remain in SAU 1, which would require that the town independently operate its elementary school without support from the SAU; or to exit SAU 1 completely and operate their own SAU, in which case they would have to find a way to tuition middle and high school students into nearby towns.

The board hopes to look at each school\x{2019}s enrollment and financial data, as well as the structure and operation of each district, so Dublin could decide which model would fit the town best. Committee chair Jay Schechter singled out the Mason School District, which withdrew\xA0from the Mascenic School District to create its own school administrative unit (SAU) for its elementary school and tuitions students past the fifth grade to the Milford School District. He also cited\xA0Harrisville and Keene, which operate their own school districts under the larger umbrella of SAU 29. Schechter also expressed interest in reaching out to private schools for more information should the town withdraw from ConVal and operate its elementary school independently.

Noting that private schools have the ability to be selective with their enrollments, committee member Peter Imhoff questioned whether they should reach out to them at all, considering Dublin would be operating a public school.

Fellow committee member Blake Anderson pointed out that private schools are typically run like businesses, and will look for perceived shortcomings in the public school system in order to offer a competitive curriculum that could attract students looking for alternative education options. With that in mind, private schools could provide demographic data on the number of Dublin residents who choose not to enroll students into public schools, and insight on the potential curriculum Dublin could offer if it ends up withdrawing from the district.

\x{201C}I think we\x{2019}re a town that has a uniquely large percentage of people who choose not to use the public schools,\x{201D} Anderson said. \x{201C}That is a remarkable statement to how people perceive the quality of the public education in Dublin.\x{201D}

DEAC member Jesse Marcum acknowledged the value of reaching out to private schools for more information, but reminded the committee that residents who send students to public schools were also making a choice, and it would be important to reach out to them for a fully comprehensive look into the state of education in Dublin.
<headline>Select board to meet with DEAC</headline>
At the Dublin Select Board meeting on Monday, board members expressed their intention to get more involved with the DEAC \x{2013} specifically to help focus the committee\x{2019}s goals and develop a clear timeline for the groups to follow in anticipation of the upcoming feasibility study.

Select Board Chair Chris Raymond also asked the DEAC to recommend a candidate to fill a vacant seat on the committee following the resignation of former member John Sistare. The Select Board would be responsible for appointing the new member.

The DEAC agreed to reach out to residents Traceymay Kalvaitis, who has previous School Board experience;\xA0and Holly Macy, the director of college counseling for Dublin School. The proposal, House Bill 1115, would eliminate all of this, allowing landlords to terminate a lease without reason.

This bill would encourage landlords to take a \x{201C}risk\x{201D} when renting to tenants, more likely to accept someone with a poor rental history, knowing that they could terminate the contract at its conclusion if needed, according to Rep. Bob Lynn, a Windham Republican who is the bill\x{2019}s sponsor.

The root cause of homelessness in the state is the lack of available housing, according to Lynn. Current laws do little to incentivize landlords to want to rent units, he said, when the state is in dire need of more options.

\x{201C}How does it help to encourage landlords and investors to give us more housing for rent to make crazy rules like this that just impose really frankly stupid burdens on the landlord,\x{201D} he said. \x{201C}It doesn\x{2019}t make any sense.\x{201D}

But in an executive session earlier this month, House Judiciary voted to kill the bill 12-8.

This came after a marathon hearing where advocates hedged that this bill would increase homelessness in the state, making renters more vulnerable in a tight market that has a vacancy rate of less than one percent.

That was the argument that Rep. Cam Kenney, a Durham Democrat, presented on the House floor.

\x{201C}This bill would make an already dire issue much worse by increasing homelessness,\x{201D} he said. \x{201C}Any eviction in this housing market is likely to result in some period of homelessness.\x{201D}

In landlord and tenant contracts, landlords have the upper hand, said Kenny. With such low housing stock available, tenants lack bargaining power, knowing that there are few options available to them. Landlords may have a dozen new prospective applicants at a moments notice.

And that doesn\x{2019}t mean that landlords don\x{2019}t have options if they\x{2019}d like to find a new tenant, he continued. The landlord can raise the rent by any margin, they can rent to a family member or occupy the unit themselves, if they\x{2019}d like to terminate a current rental agreement.

\x{201C}We all know that there are times when a landlord needs to evict a tenant and there are many lawful reasons that allow them to do that,\x{201D} he said. \x{201C}They just have to have some legitimate reason because it should not be easy to take away someone\x{2019}s home.\x{201D}

But on the House floor, legislators revived the proposal at Lynn\x{2019}s request.

It\x{2019}s not the first time the bill has passed the House. Last year, it was approved on a 211-157 vote, but later died in the Senate.

\x{201C}Some of the reason this bill failed in the other body was a claim that because we have such low vacancy rates that this will result in increased homelessness,\x{201D} said Lynn. \x{201C}This whole homeless argument, I suggest to you, is a nice soundbite but doesn\x{2019}t actually make any sense.\x{201D}

",
