Parking lot bond, budget to be discussed at Jaffrey-Rindge deliberative

A $2.1 million bond for elementary school parking lot renovations, a $25.4 million operating budget, and a three-year collective bargaining agreement are among the warrant articles that will be discussed at the Jaffrey-Rindge School District’s deliberative session on Wednesday. 

Voters will be able to discuss and debate each warrant article during the deliberative session, which begins at 6:30 p.m. at the Pratt Auditorium at Conant High School in Jaffrey. 

The proposed bond would allow the district to completely redesign and rebuild the parking lots at Jaffrey Grade School and Rindge Memorial School to address safety concerns, add parking, and to alter the traffic flow. 

The project at Jaffrey Grade School entails closing off the driveway on the south side of the school so only pedestrians and emergency vehicles can enter, combining the paved and dirt portions of parking lot to create additional capacity, and separating bus traffic from vehicle pick up and drop offs.

To separate the two forms of traffic, parent pickup and drop off would occur on Charlonne Street, while bus loading and unloading would take place on School Street. 

Increased lighting and repairing drainage issues are also included in the project. 

Changes at Rindge Memorial School include using a district-owned parcel of land between the school and the historical society to increase parking and separate the car and bus traffic. 

The $25,416,319 proposed operating budget is only .12 percent higher than the 2018-19 budget and is over $100,000 less than the default budget.

Notable staffing changes proposed include the addition of a middle/high school secretary, an assistant principal for the elementary schools, and converting the part-time athletic director position into a full-time activities director position. 

The three-year collective bargaining agreement with the Jaffrey-Rindge Education Association (JREA) would provide estimated salary and benefit increases of $308,509, $311,070, and $325,123 in fiscal years 2019-20 through 2021-22. 

Should the agreement not be approved by voters, there is a warrant article on the ballot to allow the governing body to call a special meeting to address the cost items of the agreement.
