Former egg farm tagged for 29 two-bedroom units

PETERBOROUGH — Planning Board members on Monday accepted an application from developer Jack Belletete, who wants to build 29 condominium units in five buildings on the site of the former Lobacki egg farm off Route 202. But a number of details of the plan still need to be resolved, and the board continued its public hearing until its next meeting on Aug. 11.

Belletete is in the process of subdividing the 14 acres he owns into two parcels. The Divine Mercy Parish plans to build a new church on half the land and the condos are proposed for the other half. Access to both sites would be off a new public road to be known as Church Street, according to a staff report on Belletete’s proposal prepared by Community Development Director Pete Throop.

Belletete had initially proposed 30 condo units, but he is revising his plan after being notified that he had exceeded the town’s density allowance by one unit.

The condos would be reached by a private road running from Church Street, and Belletete is asking for waivers from the town’s requirements that private roads can only serve 10 dwelling units, that the right-of-way width must be 50 feet and that the road must be 20 to 22 feet wide with a three-foot shoulder on each side. Belletete is proposing a 24-foot wide road that would not have shoulder markings but would have granite curbing in many sections.

Planning Board Chair Ivy Vann said the board’s preference is that “roads not be as wide as a landing strip” and asked Belletete why he was asking for two more feet of paving than the town requires.

Belletete said he would like to do a narrower road, but he’d been told by Fire Chief Ed Walker that the Fire Department would prefer a 24-foot wide road.

“I’m caught in the middle,” he said. “We’re just trying to do what we have to do.”

Vann also asked about a chain link fence that is planned around a drainage area.

“That will require substantial plantings,” she said, in order to screen the fence.

In response to a question from the board, Belletete said he would plan to build the entire access road and do other infrastructure work at the site right away, but would most likely phase in construction of the condos.

“I’d assume we’ll do one or two buildings a year,” he said. “In reality, you’re not going to sell 29 units in Peterborough in a year.”

The condos Belletete plans to build would be one-floor, two-bedroom units, built on a slab foundation with garages in front. Four of the buildings would have six units and the fifth would have five units. At an earlier Planning Board meeting, Belletete said he hopes to be able to sell the units for less than $160,000, as starter homes or possible second homes for older people who might live elsewhere in the winter months.

Belletete said he would work with Throop and other town officials, including the fire chief and the public works director, to address questions raised in the staff report and by the board prior to the Aug. 11 meeting.
